Email: ron.cruikshank@usask.ca

Led by Director Ron Cruikshank, Planning and Development is an integral component within Facilities Management Division. Planning and development is responsible for the management of planning, space analysis, room scheduling, infrastructure and information systems and project development, and is responsible for monitoring change and directing short and long-term development on campus.

We guide campus clients through the project delivery process and help them meet their construction, renovation and interior design needs in a timely and cost-effective fashion. Because we are intimately aware of campus systems, standards and preferences, Projects & Engineering is particularly well suited to meeting the current and future needs of the University of Saskatchewan community.

There are nine main areas all assisted by a strong administrative support team.

  • Engineering (Electrical & Mechanical) ensures that guidelines, standards and regulations of the university and all regulatory bodies are met during design, record keeping and construction of new and renovation projects.

  • Capital Planning & Sustainability is responsible for the planning, development and management of capital building adaptation and upgrade programs. They formulate budgetary structure for the physical renewal of all University facilities (buildings) and municipal (roads/walks/grounds) and site infrastructure (below grade services) assets. They are also the sustainable development operation of the campus including applying sustainability principles in renewal and adaptation of existing assets and new facilities such as energy and water usage, waste management, transportation, municipal, landscape as well as environmental health.

  • Project Management Office is responsible for the project management services on all minor construction projects (under $500,000). They act as a liaison between the client and those involved in the construction project to ensure that U of S standards are met on construction projects. The Project Management Office will serve as the primary point of contact and will lead a project team to ensure the clients' needs and the U of S standards are met on construction projects.

  • Controls Design Office is responsible for the controls design and project management of building automation systems on campus. Most of our efforts are currently in providing systems for HVAC (heating, ventilation and air conditioning), laboratory controls and lighting controls for new buildings on campus, but we are also responsible for retrofitting existing buildings as well. The controls design team creates project drawings, purchases equipment, supervises installation and programs the controls projects. Commissioning of the controls projects is carried out by the design office in conjunction with the O&M controls shop. The main purposes of building automation systems are to provide user comfort, to protect buildings and research and to conserve energy. The controls design team works closely with the FMD mechanical engineering group to create sustainable designs on campus.

  • Major Projects is responsible for the project management services on all minor construction projects (over $500,000). They act as a liaison between the client and those involved in the construction project to ensure that U of S standards are met on construction projects.

  • Space Management & Planning: is responsible for University space accountability and justification, which involves assessing existing space utilization and space entitlements (or needs) according to space utilization standards and space management policies.

  • Infrastructure & Information Services: The primary responsibility of this group is database record keeping, filing and storing archives, document management and retrieval for all of the U of S buildings, campus infrastructure and land records. For Campus clients and Consultants, a wide range of information is available upon request, such items as maps, floor plans, campus services and archive retrieval.

  • Room Scheduling Office (RSO): is responsible for the booking of all space on campus, regardless if the event is to be held inside or outside. Spaces include: classrooms, lecture theatres, seminar rooms, lounges, outside spaces, Convocation Hall and the Green Room. RSO should be your key point of contact, this will enable them to facilitate the coordination of services required for the event as well as providing information on general space use guidelines and on matters related to the liability insurance requirements. Information on room capacities and space rental rates are also available from the RSO.

  • Development Planning & Architectural: is responsible for monitoring, directing and overseeing development concepts on campus. Campus planning involves annual planning, as well as long-term projections for campus development over the long term.
